Word of Life Christian Fellowship, (WOLCF), otherwise known as Word of Life Ministries International (WOLMI), was established in November of 1985 under the leadership of the Right Reverend the Honorable Dr. Phillip S. Phinn, OEA, as a local church in Kingston, Jamaica, W.I. Within a short period of time the church grew from a group of 30 to 300 members and within the first decade of its existence, forged national and international linkages with other churches and ministries around the world; most notably the International Third World Leaders Association, (ITWLA), that is based in Nassau, Bahamas, of which Dr. Phinn is one of the founding trustees under the leadership of the late Dr. Myles Monroe. In November 1996, eleven years later, WOLCF/WOLMI created history by becoming the first and only full gospel church to be granted an NGO in Special Consultative Status with the United Nations Economic and Social Council, (ECOSOC). This is the highest level of accreditation that is awarded internationally to all designates.
In this capacity, WOLCF/WOLMI is able to appoint and accredit seventeen ambassadorial representatives annually to offices of the United Nations worldwide (New York, Geneva and Vienna) and numerous Ambassadors At-Large. As mentioned earlier, our established links with these governmental bodies and other international organizations has set us on a path to assist the United Nations in executing its mandate of maintaining world peace, promoting education and eradicating poverty.
Over the years WOLCF/WOLMI has trained, developed and empowered many ministers and chaplains to serve the body of Christ. More recently, WOLMI has added a number of organizations to enhance its global training and development of Christian Ambassadors. In June of 2012, No Limits Ministries International was established both as a church and a chaplaincy training center in Canada. The Canadian International Chaplaincy Association (CICA International) was also incorporated June 2012 in Houston, Texas and includes CICA International University and Seminary under its umbrella. All CICA International entities have WOLCF/WOLMI as their governing body. This was to done in order to train and develop Christian Ambassadors as ministers for the marketplace.
Additionally, through CICA-International University & Seminary we have aimed to further our earned degree programs from Bachelor of Theology, Master of Theology, Master of Divinity in Advanced Christian Chaplain Ministry, and Doctor of Philosophy in Theology, Counselling for ministers and chaplains worldwide. Our University & Seminary was prophetically mandated by the Lord on the order of Acts chapter 8, in particular, Acts 8:4 which states that “they (believers) that were scattered abroad went everywhere preaching the Word”.
Accreditation and Affiliation
CICA International University & Seminary is accredited by the Evangelical Order of Certified Pastoral Counselors of America (EOCPC). The EOCPC is a Federal Chartered organization with the Canadian Government and operating under Letters Patent. We are also accredited with the International Association for Quality Assurance in Pre-Tertiary and Higher Education (QAHE). As of August 31, 2015, CICA International University & Seminary also became affiliated with Canadian Christian Theological Seminary in Alberta, Canada. CICA International is a 501c3 tax-exempt, non-profit organization as of December 26, 2013. In addition, CICA International University Technical Centre of Excellence was formed under the umbrella of CICA International University & Seminary to significantly improve the skillsets of students internationally and provide Quality Affordable Education (QAE). CICA International University Technical Centre of Excellence is accredited and an approved Centre on September 6, 2021, by The City and Guilds of London Institute, founded in 1878. We believe that with the Lord’s help and the leading of the Holy Spirit, CICA International, and CICA International University & Seminary have achieved this goal and will exceed it. We currently offer for our Chaplaincy program, a diploma in Christian Chaplaincy and Leadership, which comprises of eight basic courses.
